Forestville Haz Mat sends 5 to Hospital - 1 Serious

At about 12 noon a truck delivering chlorine to a warehouse on Penn Randall Place in Forestville. The chlorine came in contact with an acid and a violent chemical reaction occurred seriously injuring the delivery truck driver.  He has been transported by medics to a burn center with injuries to his leg.

Four employees from the place of business went to his aide and came in contact with the chemicals. Those 4 have been transported to an area hospital for a check-up.

All patients transported and the first arriving firefighters have gone through a decontamination process.

Hazardous Materials crews are on the scene preparing to enter the business and start a clean-up of an unknown quantity of spilled product.

Firefighter Injured Battling Vacant House Fire

A Prince George's County Firefighter/Medic was injured battling a house fire this morning.  Just before 7:00 am, Wednesday, August 5, Firefighters were alerted to a house fire in the 6200 block of Kolb Street in Fairmont Heights.  Fire/EMS units arrived to find smoke coming from the house and a working fire in the kitchen area.  The fire was quickly brought under control and while doing so a firefighter sustained an arm injury.  He was transported to a nearby hospital where he was treated and released.

The house is a vacant structure and the cause of the fire is undetermined.  Fore loss is estimated at $20,000.

Citizens are encouraged to call 911 if they see any activity around vacant structures.  If you see something - say something and call 911.

    The Prince George’s County Fire/Emergency Medical Services (EMS) Department is proud to announce that one of our members has been selected by the International Associations of Fire Chiefs to receive one the organization’s top awards.

        Battalion Chief Sayshan L. Conver-White will be presented with the “Safety Officer of the Year Award,” at the IAFC’s annual convention, Fire-Rescue International (FRI).  The event will be held in Atlanta, Georgia, August 26 -29.

        Assistant Fire Chief Erroll George, Manager of the Department’s Safety and Risk Management Office, nominated Conver-White for this prestigious award.  

In his nomination letter, Chief George stated,

In 2007, Sayshan became the Department’s first on duty Safety Officer.  Her passion for firefighter safety led the Department to establish an Operational Safety office that now includes both a career and volunteer safety officers around the clock.  Sayshan developed a safety program incorporating the National Fallen Firefighters Foundation’s (NFFF) 16 Life Safety Initiatives, which are now incorporated into nearly every phase of our daily operations. This program has been viewed by surrounding jurisdictions as a model for their Safety programs. 

She has developed a Departmental Safety Officer training program to ensure a succession plan for the Operational Safety office.  She also initiated use of the Near Miss program to members of the Department.  Several incidents have been submitted to improve firefighter safety nationwide.  Her passion for firefighter safety has dramatically changed the safety culture within the Department.  In fact, since 2013, the number of firefighter injuries has been reduced by 16 percent.

Sayshan’s passion for firefighter safety goes far beyond her own Department.   She chaired the Washington Metropolitan Council of Governments (COG) Safety and Health Committee from 2008-2015, and co-chaired the Maryland Emergency Services Life Safety Task Force from 2011-2015.  Through these leadership roles, she coordinated and taught at numerous safety conferences throughout the state, to include COG’s Arrive Alive and Survive; Mid-Atlantic Life Safety Conference; and MFRI’s Learning from the Past, Improving the Future seminar.  She attended the NFFF’s Safety/Training Officer’s National Summit in Philadelphia, Pennsylvania.

Sayshan has been requested to be an intimate part of safety investigation teams throughout the region, including but not limited to:

·        57thAvenue House Fire Prince – Prince George’s County
·        Truck 411 accident – Fairfax County
·        Ladder training accident – Fairfax County

Sayshan’s passion for firefighter safety has also impacted her personal training regimen.  Over the years she has attained the following national certifications: Fire Officer IV, Fire Service Instructor III, Health and Safety Officer, Incident Safety Officer, and FDSOA certification (2007, 2008).  She continually attends various safety-related training classes and seminars.  Sayshan obtained her Associate’s Degree in Fire Science Technology from College of Southern Maryland (2009) and her Bachelor’s Degree in Emergency Management from University of Maryland University College 2015. She graduated Suma Cum Laude.

        Upon hearing that Sayshan was selected to receive this prestigious award,   Fire Chief Marc Bashoor stated, “Battalion Fire Chief Conver-White is an exceptional member of our Department.  She is driven to be the very best she can be in the performance of her job as Safety Officer.  Her well researched and through safety investigations reports have highlighted improvements that not only benefit Prince George’s County but firefighters across the globe.  Congratulations on a well-deserved award.”

     Battalion Chief Conver-White will receive her award in Atlanta, Georgia on Thursday, August 27, at 1:00 pm.

It's one of those calls that many members of the Fire/EMS Department will never forget.

At a recent National Fallen Firefighters Foundation (NFFF) Survivors program held in Annapolis, MD, a yoga trainer was contracted to demonstrate relaxation techniques.  Upon hearing that NFFF Executive Director Ron Siarnicki was the former Fire Chief in Prince George’s County the yoga instructor told him that she was once involved in an accident where two of her high school friends were killed, she survived.  

The crash involved a dump truck with a load of hot asphalt.  Siarnicki knew immediately of the crash she was referring to.  The crash occurred in November of 1986 at the intersection of Good Luck Road and Kenilworth Avenue.  She relayed to Ron that she always wanted to reach out to the firefighters and paramedics that helper her that day but never knew how.

Lisa Beavers Hegewisch will be provided the opportunity she has thought about for nearly 29 years.  The NFFF and the Prince George’s County Fire/EMS Department have reached out to contact as many personnel as possible that operated on the scene that day.  

Attending will be a rookie firefighter in 1986 that witnessed the crash and was the first firefighter on the scene, a paramedic that treated and transported her to the Trauma Center and firefighters that were on the scene.

The Prince George's County Fire/Emergency Medical Services (EMS) Department is currently seeking qualified candidates for the position of Fire Fighter I/II, grade Y-01. Recruits are trained in the Fire/EMS Training and Leadership Academy as a Fire Fighter I. 
 
This position is entry-level firefighter trainee work responsible for combating and preventing fires, operating and maintaining Fire and EMS equipment, apparatus and quarters; providing first aid, basic life support, and transporting patients. This work may expose incumbents to hazardous conditions/situations and includes the operation of emergency vehicles and equipment.
 
 Examples of Work:
 
• Provides basic and/or advanced life support, first responder and pre-hospital emergency medical care; provides necessary medical care and transportation to all patients within the scope of practices as defined by state and county regulatory agencies;
• Applies modern techniques relative to fire code enforcement, interpretation and inspection; assists in hydrant and hose testing;
• Drives, operates, inspects, maintains and cleans fire apparatus and/or other vehicles; assists in getting equipment and apparatus prepared for further alarms; assists in maintaining apparatus, equipment, station and grounds; ensures adequate stock levels and proper operation of equipment and supplies; and performs routine housekeeping duties;
• Participates in fire drills and training exercises;
• Conducts fire prevention programs in schools;
• Establishes positive working relationships with representatives of community organizations, state/local agencies, associations, management, staff, and the public; and
 
 Minimum Qualifications:
Applicants must have a High School Diploma or equivalent (GED) recognized by the Maryland State Board of Education; must be 18 years of age at the time of application, or may be 17 years of age (turning 18 years of age at the completion of the Fire Fighter Academy Recruit Class) and must  have completed the Prince George's County High School Fire Science Program with the following certifications: Fire Fighter I, Fire Fighter II, Emergency Medical Responder, Emergency Medical Technician-Basic, Truck Company Operations, Rescue Technician Site Operations, Rescue Technician Vehicle and Machinery Extrication, Hazmat Awareness, and Hazmat Operations at the time of application; must have a valid driver's license at the time of application.

SELECTION PROCESS:  Applicants must successfully complete and pass all of the following:

• Conditional Offer of Employment
• Medical Examination – complete NFPA 1582 physical

DISQUALIFIERS: The following factors are considered disqualifying and may result in non-selection for employment as a Prince George's County Fire Fighter. Each of these disqualifiers will be reviewed for each applicant on an individual basis.

Criminal History
• Criminal conviction, guilty plea or probation for a felony.
• Conviction of any misdemeanor involving moral turpitude (breaking and entering, theft, arson, or assault).

Traffic Violations
• Four (4) or more negative points on a Maryland Operator's License or the equivalent for out of state licenses until the points expire.
• One DWI/DUI conviction, guilty plea or probation within three (3) years of the date of application. More than one (1) DWI/DUI conviction, guilty plea or probation.
• Any conviction for serious violations including, but not limited to, manslaughter, hit-and-run with injury, leaving the scene of an accident, eluding police or any suspension, revocation or refused licenses until the license is reinstated.

Drugs
• Illegal possession, usage, distribution, sale or purchase, of non-prescription narcotics, controlled substances or illegal drugs (such as marijuana, heroin, cocaine, hallucinogens, etc.).

Other
• Any misrepresentation, falsification or omission of any information on any application, document or in response to any question in the applicant process.
• History or pattern of alcohol abuse.
• Previous disqualification from this, or any other public safety agency.

Additional or other reasons for disqualifications may include (but are not limited to) the following: poor work history; failure to meet physical standards; inability to complete any of the component parts of the selection process; and/or any other disqualifying factor as determined by the Fire/EMS Department.
  
PREFERRED QUALIFICATIONS:  Any of the following:
• EMT-B certification (Maryland or National Registry)
• EMT-I certification (Maryland or National Registry)
• EMT-P certification (Maryland or National Registry)
• Acceptable Military Service (Honorable Discharge)
• Veteran's Preference
• Successful Completion of College Credits
• Successful Completion of the Prince George’s County Fire Cadet Program

CONDITION OF EMPLOYMENT:  All persons selected for the Fire Fighter I/II position must agree to and sign a Condition of Employment stating the following:
• At the completion of Fire/EMS Recruit School, the employee shall have obtained and thereafter maintain Maryland Emergency Medical Technician-Basic, Emergency Medical Technician-Intermediate or Emergency Medical Technician-Paramedic certification that meets or exceeds the minimum standard adopted by the Department.
• Maintain a driver operator license for class of vehicle specified by the Fire Chief.
• Maintain at least an overall satisfactory rating in the County's Past Performance Appraisal System.
• Participate in and successfully complete a mandatory Physical Fitness Program as designed by the Fire/EMS Department.
• Successfully complete Fire/EMS Recruit School, the probationary period (1-year), and the Recruit Study Guide under guidelines established by the Fire Chief.
• Successfully pass ALL Fire/EMS Recruit School courses.

EXAMINATION INFORMATION:  The entry level examination will be given under this announcement. Applicants who meet the minimum qualifications will be provided additional information regarding the written examination, the date, the time and location of the test. It is strongly encouraged and recommended that applicants attend the Candidate Physical Abilities Test (CPAT) overview immediately following the written examination.

As One PGFD Firefighter is Released from Burn Unit Another is Admitted to Shock Trauma

A Prince George's County Firefighter is being released from the Burn Unit today after being seriously injured in a 2-Alarm fire on Thursday.

Just after 11:00 am, Thursday, August 20, 23-year-old Fire Fighter Zachary R. Proffen was on-board the first arriving engine at an apartment building fire in Laurel. Proffen and other crew members advanced a hose line up three flights and into the apartment on fire.  A majority of the fire had been knocked down by the crew and they were repositioning their attack line to reach the bedroom in the very back of the apartment.

Conditions inside were hot, almost untenable, at around an estimated 800 degrees, when the burn injuries to Proffen hands, ears, chest and arms occurred.  He left the burning apartment and was immediately tended to by paramedics.

Fire Fighter Proffen has been hospitalized at the Burn Unit of the Medstar Washington Hospital Center since Thursday.  He was treated for 2nd and 3rd degree burns to both hands, 2nd degree burns to his ears and 1st and 2nd degree burns to his arms another parts of his body.  He has undergone several treatments including painful skin graphs.

During his stay Proffen was in the presence of family, IAFF Local 1619 members, DC Fire Fighters Burn Foundation and members of the Fire/EMS Department command staff.

He was released today, Saturday, and will need to follow-up with numerous visits to the Burn Unit for treatment.  He is not expected to return to full duty for an extended period of time.

The Department would like to thank members of the DC Fire Fighters Burn Foundation for their assistance with Proffen during his time at the Burn Unit.

As Fire Fighter Proffen was being released from the Burn Unit on Saturday another PGFD Fire Fighter was flown to Shock Trauma in Baltimore.  A Fire Lieutenant was involved in battling a 2-alarm townhouse fire in Suitland in the 4200 block of Apple Orchard Lane.  Debris from the roof/attic area fell on this firefighter causing injury.  He was flown to Shock Trauma for a possible C-spin injury.
